The Town of Oakland has received LPRF funding from the State of Tennessee for the development of multi-purpose fields and a walking trail. The scope of work includes 4 sod multipurpose fields (255’x390’), irrigation, lighting 2 of the multipurpose fields, finish paving for the road and parking lots, lighting the parking lots, a restroom/concession building, concrete & asphalt paths for pedestrian circulation [accessible routes], a 10′ wide walking/jogging asphalt trail, gates & fencing, and landscaping. These improvements will provide a recreational environment that can be used by a diverse group of users.
This project is funded under a grant contract with the State of Tennessee.
The Town is requesting Statements of Qualifications from firms with experience in the engineering design, contract administration, and construction observation of an LPRF project.
The Firm will prepare the project(s) design, preparation of construction plans and specifications, permitting, bidding documents, bid evaluation and recommendation for award, coordinate and conduct a pre-construction meeting, construction administration (Submittal Reviews / Approvals, RFIs, Change Orders, review and approval of Contractor’s Applications for Payments, Progress Meetings, on-site construction observation (site inspection reports) during the construction phase, and any other architectural and/or engineering services that may be required to complete the project during the project’s timeframe. Services will end at the completion of the project.
To be evaluated properly, the following must be addressed in detail:
- Specified experience or technical expertise of the firm in connection with the type of services to be provided as identified above, but not limited to, said scope of services. 30 Points
- The capacity of the firm to perform the work within TDEC LPRF guidelines, timeframe desired by the Town, taking into account the current and planned workload of the firm; 30 Points
- Familiarity of the firm with TDEC LPRF program and eligibility regulations. Outline the familiarity and understanding of the community’s needs, the funding program and the approach to delivering the required services successfully. 20 Points
- and, Qualifications of Key Personnel of the Team assigned to the Project. 20 Points
Each submission will be evaluated according to experience with the type of services required, experience with the referenced project, past performance record, capacity of the firm to perform the necessary work within the time limitations, and the firm’s familiarity with the local conditions of the area.
