REQUEST FOR QUALIFICATIONS TDEC LPRF PROJECT, GRANT MANAGEMENT AND GRANT ADMINISTRATION SERVICES

The Town of Oakland has received LPRF funding from the State of Tennessee for the development of multi-purpose fields and a walking trail.  The scope of work includes 4 sod multipurpose fields (255’x390’), irrigation, lighting 2 of the multipurpose fields, finish paving for the road and parking lots, lighting the parking lots, a restroom/concession building, concrete & asphalt paths for pedestrian circulation [accessible routes], a 10′ wide walking/jogging asphalt trail, gates & fencing, and landscaping.  These improvements will provide a recreational environment that can be used by a diverse group of users.

This project is funded under a grant contract with the State of Tennessee.

The Town is requesting Statements of Qualifications from firms with experience in the administration of grant funds and overall management of the LPRF project. Services will end at the close of the project.  Services to be provided by the firm(s) selected are as follows:

  1. Development, compliance, and overall project management of the LPRF project in accordance with the Funding Agency requirements;
  2. Financial management of the LPRF in accordance with the Funding Agency requirements; and,
  3. Compliance with Close Out Activities related to the LPRF.

To be evaluated properly, the following must be addressed in detail:

  1. Specified experience or technical expertise of the firm in connection with the type of services to be provided as identified above, but not limited to, said scope of services. 30 Points
  2. The capacity of the firm to perform the work within TDEC LPRF guidelines, timeframe desired by the Town, taking into account the current and planned workload of the firm. 30 Points
  3. Familiarity of the firm with TDEC LPRF program and eligibility regulations. Outline the familiarity and understanding of the community’s needs, the funding program and the approach to delivering the required services successfully.  20 Points
  4. and, Qualifications of Key Personnel of the Team assigned to the Project. 20 Points

Each submission will be evaluated according to experience with the type of services required, experience with the referenced project, past performance record, capacity of the firm to perform the necessary work within the time limitations, and the firm’s familiarity with the local conditions of the area.

Each Qualification will be evaluated based upon the information provided.  Qualifications should be received on or before 12:00 p.m. CST, April 5, 2024. It is requested that the Statement of Qualifications be emailed in a PDF to the Town Manager at  hellis@oaklandtn.gov
